In Throne and Liberty, each Weapon type offers nine active skills and seven passive skills. These skills are unlocked at different levels. Furthermore, each skill has multiple levels and can vary in quality. Higher-level skills are already unlocked at higher qualities, specifically Epic quality. To upgrade a skill from Uncommon quality to Epic quality, players must progress through levels 1-5 in Uncommon, then levels 1-5 in Rare, and finally levels 1-5 in Epic.
